Ghanaian mines lose value in the space between what the ground gave up and what the ledger says. MineGhana™ closes that space with measurement that carries its own uncertainty, a concession watched end to end, and an evidence chain the Inspectorate, the EPA, the Revenue Authority and a lender will each accept.
Control and survey plan
A permanent control network on the Ghana national grid, and a mine survey plan kept current to the LI 2182 interval. Without one frame, two surfaces cannot be differenced and nothing reconciles.
Volumetric capture
Pit, dump and stockpile captured on a stated cadence by UAV photogrammetry, UAV LiDAR or terrestrial scan, each surface carrying its own accuracy statement.
Density and moisture
Bulk density measured on the material actually stockpiled, and free moisture recorded at the time of survey. Density multiplies every tonne, so an assumed figure is the largest silent error in the reconciliation.
Reconciliation
Surveyed tonnage against declared, with the measurement band shown. A difference inside the band is noise; a difference outside it is a question with an owner and a date.
Concession watch
Repeat capture across the whole licensed area, disturbance measured in hectares, unlicensed workings detected with a dated, coordinate-bearing record, and an escalation route agreed before it is needed.
Compliance and closure
EPA permit and annual report, bond tested against disturbed hectares, water authorisation and discharge results, tailings governance, community grievance register, and a closure plan re-costed against real disturbance.
Where Ghanaian mine reconciliation actually fails
The variance is rarely
where the argument is.
Assumed, not tested
A stockpile density taken from a textbook and applied to re-handled, rain-compacted ore moves the tonnage by more than the survey ever will.
Wet tonnes sold dry
Free moisture recorded at the port and not at the pile turns a reconciliation into a shipping dispute nobody can settle after the fact.
Surfaces out of step
A survey flown three days after the last haul is measuring a different pile from the one production declared.
Two different grids
Surfaces captured on different control cannot legitimately be differenced, however precise each one was on its own.
Why the band matters more than the number
Every volume is the difference between two surfaces, and every surface has an error. The desk computes the smallest change your survey method can actually resolve over your footprint, and then refuses to call anything smaller a gain or a loss. A mine that reports movement inside its own noise will eventually report a loss that was never there — and be unable to prove the one that was.

01 / The operation and the right
What is being mined, under which grant, over how much ground
Gold (Birimian greenstone, Ashanti / Western / Ahafo belts): Ghana's dominant export. Reconciliation error here is measured in ounces, and a one-percent tonnage error on a run-of-mine stockpile is a material revenue and royalty event. Typical loose bulk density 1.5–2.1 t/m³.
Mining lease (large scale): maximum term 30 years · Up to 300 contiguous blocks (about 63 km²). LI 2182 mine survey plan kept current, quarterly returns to the Minerals Commission, EPA permit and annual environmental report, reclamation bond, 5% royalty, and a mine closure plan.
02 / Reconciliation
What the survey measured against what production declared
UAV photogrammetry with surveyed ground control: The Ghanaian workhorse: whole-pit and stockpile coverage in one flight, provided the ground control is real and the harmattan haze is not.
What this method can resolve here: a volume change of about 1,330 m³ (2,394 t) over a 9,600 m² footprint at 95% confidence. Anything smaller than that is inside the noise of two surfaces and must not be reported as movement.
Taken from the mine plan or resource model: Defensible for in-situ rock, unreliable for a loose or rain-compacted stockpile that has been re-handled. Carried as ±7% on every tonne.

Priority 01
Establish a permanent survey control network on the Ghana national grid
Every pit, dump, stockpile and monitoring survey must sit in one frame tied to the Survey and Mapping Division framework. Without it, two dated surfaces cannot legitimately be differenced and no deformation reading means anything.
Priority 02
Measure bulk density on the material actually stockpiled
The tonnage rests entirely on 1.8 t/m³, currently taken from the mine plan or resource model, carrying ±7% on every tonne. A test-pit or water-replacement determination on the stockpiled material costs a day and removes the largest single argument an auditor has.
Priority 03
Commission an independent annual volumetric audit
A measurement produced by someone outside the production reporting line, ideally by terrestrial laser scan on the reference piles. This is what a lender, an off-taker, the Ghana Revenue Authority and an insurer treat as the reconciliation of record.
Priority 04
State the realised price per oz to value the exposure
Without a price the desk will not invent one, so tonnage variance cannot be expressed in revenue or in the 5% royalty that follows it. Enter the realised price from the last sale or off-take and the exposure computes immediately.
Priority 05
Agree a written encroachment escalation route before the next detection
Detection without a response procedure records the loss. The route needs named contacts at the Minerals Commission district office, the District Security Council, the Assembly and the police, with the evidence standard (dated imagery, measured extent, coordinates) agreed in advance.
Priority 06
Obtain the reclamation bond rate agreed with the EPA for this operation
Bond adequacy cannot be tested without the per-hectare rate in the permit. The desk will not assume a rate, because an assumed bond position is exactly the figure that fails at closure.
Priority 07
Bring progressive reclamation back in step — 26% of disturbed ground is reclaimed
Reclamation deferred to closure is reclamation that gets re-costed at the worst possible moment. Progressive rehabilitation of worked-out ground reduces the bond, the closure provision and the community position simultaneously.
Priority 08
Appoint an engineer of record and independent review for the tailings facility (extreme consequence)
2,400 people are stated to be downstream. A facility at this consequence classification requires a named engineer of record, instrumented phreatic and deformation monitoring, a dam breach study and independent review — none of which an internal production sign-off can substitute for.
Priority 09
Instrument the tailings embankment and the high walls for deformation
Survey prisms, InSAR or repeat LiDAR against the fixed control network, read on a stated interval with trigger levels agreed in advance. Movement is only evidence if it is measured in the same frame each time and someone is required to act on the reading.
Priority 10
Put Water Resources Commission authorisation and discharge monitoring in place
A water body crosses or adjoins the concession. Abstraction and discharge both require authorisation under Act 522, and turbidity and heavy-metal results at fixed upstream and downstream points are the only defence against a downstream complaint.
Priority 11
Monitor blast vibration and air overpressure at the nearest sensitive receptor
LI 2182 requires blasting under a licensed blaster with controls on vibration and fly-rock. Instrumented readings at the nearest dwelling turn a damage allegation from an argument into a measured record.
Priority 12
Re-cost the mine closure plan against the ground actually disturbed
260 ha have been opened and 68 ha reclaimed. Closure liability accrues with disturbance, so a plan costed at permitting and never revised understates the provision the balance sheet should already carry.
