A percentage nobody measured
Progress agreed by eye on a long corridor is routinely out by a tenth of the contract, and no later audit can reconstruct what was there in that month.
Paying for ground you cannot enter
Right of way and utility relocation decide what may be built. Plant standing idle in a corridor is charged to the client in the end, whatever the contract says.
Certified and unpaid
Certification without release buys financing charges, then a slowed programme, then a claim. It is the most expensive way to delay a project.
An asset with no data
Works accepted without as-builts and asset data start their maintenance life unknown, and Ghana's maintenance backlog is mostly made of them.
Why the band decides the argument
A payment dispute on a Ghanaian corridor is usually a measurement dispute wearing a contract's clothes. The desk states, before anything else, what the chosen measurement method can actually resolve — and then refuses to call a difference inside that band an overpayment. It also refuses to call a difference outside it anything other than what it is. Tighten the method and the band narrows; that is the entire route from argument to evidence.

Urban road with drains and walkways: Urban packages fail on the drain, not the carriageway. A drain built to the wrong invert is a flood asset, and it is found in the first storm after handover. Hold point: drain invert levels and outfall connection proved before backfill.

Priority 01
Establish a measurement the payment can actually rest on

Locate the failures by chainage and layer rather than by percentage. A failure rate spread evenly across the works is a materials or plant problem; a failure rate concentrated in one section is a rework liability with a boundary, and it should be priced as one now.

The binding constraint is utility relocation with the undertakers: right of way at 82%, utility relocation at 55%. Idle plant on a corridor is charged to the client in the end whatever the contract says, so sequence the works to the enterable sections and put a dated release programme against the rest.

Ground has been taken ahead of payment to the people who held it. Under the Land Act 1036 and the State Lands Act that is a live liability, and under a development partner's safeguards it is a suspension condition. Settle the affected-persons schedule before the works reach those chainages.

ECG, Ghana Water and the telecommunications operators each need their own agreement, budget line and window. Until each is dated and funded, the relocation is an intention, and the corridor will stop at the first pole nobody owns.
